BRUSSELS, Belgium -THE ASSOCIATED PRESS -May 5, 2006: -- Safety belts will have to be used in all seats on tour buses and vans across the European Union, the European Commission said in a new directive presented Friday... The measure was designed to help meet the 25-nation bloc's target of halving the number of road deaths by 2010... The directive also requires children less than 4.4 feet tall to be restrained in cars by a seat adapted to their weight...
