But can punitive measures, such as congestion charging and higher fuel duty, ever succeed in isolation?... Two-hour round trips to work take valuable time away from both the individual and the business. In an era where demands for improved productivity often conflict with the desire to maintain a fulfilling life outside the office, this is clearly madness... However, while there are plenty of arguments against our continued reliance on the automobile, public transport has yet to provide a compelling enough alternative. Rather than making cars less attractive, we need to look at the whole picture and give people positive incentives to make the switch...
