Ontario,Canada -Globe and Mail, by RICHARD RUSSELL -Nov 17, 2005: -- A column in this space a few weeks ago described new legislation that allows Ontario school bus drivers to report drivers who pass a bus illegally, which can result in fines for the vehicle owner, regardless of who was driving... The reaction to the story was immediate, overwhelming and covered two main areas: 1) the exact circumstances under which a driver is violating the law and 2) the responsibility of the bus driver... Now consider the scant few seconds during which the bus driver is expected to identify the offending vehicle and observe and write down the plate number -- at the same time the driver is supposed to be monitoring the safe conduct of dozens of young people! And if a driver makes a mistake in recording the plate number or any of the information, he or she can be charged with committing an offence! The legislation then requires the bus driver to complete the form, deliver it to the police, and attend court on his or her own time... The overall effect might well be that the new legislation and forms will actually discourage the reporting of drivers who illegally pass buses. Subsequent studies, indicating that violation reports have declined, will suggest the problem has been solved! Not!...
