Any congestion charge likely to be brought to Cardiff will be unpopular unless the money is used to improve public transport

A survey has found that while most adults in Britain are opposed to road pricing in principle, a clear majority would favour it if the revenue collected will be spent on better and cheaper bus and rail services... Ipsos Mori, the company which undertook the survey, said the findings should be of comfort to local authorities who are considering tackling traffic congestion, pollution and parking shortages...
