Valladolid’s public transportation system had increased by more than 30% and this public service had turned into a source of civic pride

Its bus-based transportation system was not serving the public very well: its fleet management system was barely operative; its payment system was obsolete; and although the city had been rapidly expanding, along with many Spanish capitals, into new suburban areas, existing routes had not been adjusted to meet changing demand... Passenger use was low and the image of the public transport system was marginal... The challenge was to make public transportation something appealing and a source of civic pride for mature users, something hip and cool for the young...
