IndyGo plans to make rides on its Downtown Indianapolis shuttle free, part of an effort to revive the failing Blue Line Circulator that will include new signs and an expanded route... The line, which uses special gas-electric hybrid buses that are painted differently than IndyGo buses, has suffered from technical glitches and poor advertising...
