In return for granting developer Assetco permission to develop the 5.8 acre site in Kenavon Drive, the borough council is poised to collect a £2 million "section 106" pay-off... But as Assetco sweetened the deal by pumping £1.2 million into leisure facilities, and £450,000 towards education, councillors drove a hard bargain- demanding a promised free bus run three-times-an-hour...
