CLEAN AIR PLANS * USA - Southern California Businesses Could Be Fee-Free Thanks to AQMD

School Buses to Still Benefit

Los Angeles,CAL,USA -School Transportation News, by Stephane Babcock -7 February 2011: -- In an effort to take some of the burden of the mandatory emission fee provision in the federal Clean Air Act of area businesses, the South Coast Air Quality Management District has adopted an alternative measure to satisfy the requirement that could benefit school district bus purchases as well...   According the Clean Air Act, beginning in 2012 businesses that emit smog-forming volatile organic compounds (VOCs) and nitrogen oxides (NOx) must pay a fee if the Southern California area of Los Angeles, Orange, Riverside and San Bernardino counties do not meet the federal clean air standards...   Now, instead of being fined when the standards are not met, an approved, alternative program allows funding for federal, state and local air quality improvement programs not currently being used to meet the 1-hour ozone standard...  The new program aims to cut emissions from other sources in Southern California, including school buses...  Allowable projects could include school bus replacements and retrofits, a plus for struggling districts around the state. Currently, the AQMD is predicting that there should be sufficient funding available until at least 2020...
