"Police are on an above-normal level of alert," Public Security Secretary Ronaldo Augusto Marzagao said. "But there‘s no reason for people to get alarmed"... Many of the lockups in Brazil‘s largest state of Sao Paulo are controlled by the PCC, whose imprisoned leaders can easily order riots or attacks on symbols of government authority when they want to mount a show of force or protest prison conditions...
