Weighing in at about 15 tons and hauling as many as 40 people, residents and businesses complain of the trash, pollution, noise and traffic congestion tour buses generate... But in San Gabriel and other area cities, the ability to regulate these buses is almost non-existent, officials say... Even the number of buses that operate in the city is difficult to pin down, officials recently discovered, as not all travel agencies obtain the required license and many more operators are based elsewhere...
