This always causes the interminable gridlock before the new passengers manage to enter... Many cities (I am familiar with Buenos Aires) allow passengers to disembark only from the rear doors. We have front and centre door exits with passenger entry only via the front door.
A recent test we conducted indicated that passenger disembarking time did not vary much between centre door only or both doors.
Also our front doors have two entry isles. Passengers with pre-paid tickets (most of them) enter directly into the bus whilst those purchasing a ticket use the isle that permits a ticket to be issued by the driver.
This system overall works pretty well for the passengers and the operators.
