The suggestion was given authority by the man who made it: Sean O'Callaghan, former IRA leader turned informer... Former Metropolitan police commander Ray Ramm suggested that a fixed penalty fine be introduced for people who leave their baggage behind, causing false alarms and diversion of resources...
